Surveying of protective water facilities owned by the Federation of Bosnia and Herzegovina in the Posavina Canton.
The subject of this public procurement procedure is the procurement of services for the topographical survey of protective water facilities owned by the Federation of Bosnia and Herzegovina, located in the Posavski Canton. In accordance with the decision of the Government of the Federation of BiH, by which the protective water structures owned by the Federation of BiH and located within its territory were entrusted to the management of AVP Sava, AVP Sava carries out continuous current maintenance of these protective water structures in the relevant area every year. As one of the most important activities during this maintenance, the grass, weeds, scrub and other vegetation are mown, cut and removed from the embankment and transition ramps at least twice a year. In the past period (since the 2014 floods) intensive activities were carried out on the reconstruction of sections of the Sava and Bosna flood defences that lacked the required protective overfall (1.2 m above the level of the 1-in-100-year flood of the River Sava), in the floodplains of Odžačka and Middle Posavina, thereby significantly reducing the risk of flooding. As the reconstruction of the last section, which lacked the required protective overtopping capacity, was completed at the end of 2023, and considering that over the past 10 years the condition (morphology) of the defence embankments has changed significantly, the need has arisen for a detailed cadastral survey of the new state of the Sava and Bosnian defence embankments with the aim of determining the exact areas on which maintenance works will be carried out, primarily works of mowing, cutting and removal: grass, weeds, scrub and other vegetation from the embankment's shoulder and the access ramps across it.

Predmet ovog postupka javne nabavke je nabavka usluga - Geodetsko snimanje zaštitnih vodnih objekata u vlasništvu Federacije BiH na teritoriji Posavskog kantona. U skladu sa Odlukom Vlade Federacije BiH kojom su AVP Sava na upravljanje predati zaštitni vodni objekti u vlasništvu Federacije BiH koji se nalaze na području Federacije BiH, AVP Sava svake godine provodi kontinuiranu aktivnost tekućeg održavanja zaštitnih vodnih objekata na predmetnom području. Kao jedna od najvažnijih aktivnosti tokom vršenja navedenog održavanja, izdvaja se minimalno dva puta godišnje košenje, sječenje i uklanjanje: trave, korova, šiblja i drugog rastinja iz pojasa nasipa, prelaznih rampi preko nasipa. U proteklom periodu (nakon poplava 2014. godine) vršene su intenzivne aktivnosti na rekonstrukciji dionica savskog i bosanskog odbrambenog nasipa koje nisu imale potrebno zaštitno nadvišenje (1,2 m iznad kote stogodišnje velike vode rijeke Save), na poplavnim područjima Odžačke i Srednje Posavine, te je na istima znatno smanjen rizik od plavljenja. Obzirom da je krajem 2023. godine okončana rekonstrukcija posljednje dionice koja nije imala potrebno zaštitno nadvišenje, te uzevši u obzir da je u posljednjih 10 godina stanje (morfologija) odbrambenih nasipa značajno izmijenjeno, ukazala se potreba za detaljnim geodetskim snimanjem novog stanja savskog i bosanskog odbrambenog nasipa sa ciljem utvrđivanja tačnih površina na kojima će se provoditi radovi održavanja, u prvom redu radovi košenja, sječenja i uklanjanja: trave, korova, šiblja i drugog rastinja iz pojasa nasipa te prilaznih rampi preko nasipa.
